Larry Ebner was elected Senior Vice President & General Counsel of Atlantic Legal in August 2020 by its Board of Directors. He is a highly experienced, accomplished, steadfast advocate for businesses and industries in the Supreme Court of the United States, and in federal courts of appeals and state appellate courts throughout the United States. Larry has represented companies of all sizes, national trade associations, and professional organizations.
Larry began practicing law in 1972 as an Honors Program attorney in the Civil Division of the U.S. Department of Justice. He then spent 42 years as a Washington, D.C.-based litigator and appellate practice leader at a national law firm that in 2015 was acquired by a global giant. In 2016 Larry decided to depart “Big Law” so that he could serve his clients in a more personalized, cost-effective manner. He launched his own nationwide appellate litigation boutique, Capital Appellate Advocacy PLLC.
Much of Larry’s nationwide legal practice focuses on matters that involve the federal government or federal law. This includes, for example, cases involving interpretation or application of federal statutes and regulations; tort litigation concerning federally regulated or procured products or services; and federal civil justice issues. Larry is particularly well known for his substantive expertise on federal preemption of state and local law, and all aspects of pesticide regulation.
Larry has been inducted as a Fellow of the highly selective American Academy of Appellate Lawyers. He also serves as Co- Vice Chair of the Center for Law and Public Policy, Immediate Past Chair of the Amicus Committee, and Publications Chair of the Appellate Advocacy Committee, for DRI-The Voice of the Defense Bar. He also is a member of the Federalist Society.
In recognition of his accomplishments, Larry also has been selected as a Washington, D.C. Super Lawyer – Appellate Litigation for 2018, 2019, and 2020. He is one of three solo practitioners on the 2020 Super Lawyers list of Washington, D.C.’s top 48 private-practice appellate specialists.
Larry is a 1972 graduate of Harvard Law School and earned his undergraduate degree with honors at Dartmouth College, where he was inducted into the Phi Beta Kappa honorary society.
Larry is a member of the District of Columbia Bar and is admitted to practice before the Supreme Court of the United States and the United States Courts of Appeals for the District of Columbia, Federal, First, Second, Third, Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, and Eleventh Circuits.
