We are delighted to welcome veteran attorney Herbert Fenster to the Atlantic Legal Foundation’s Advisory Council.
Herb’s six decades of legal practice has focused on litigation against the United States, and on the subjects of procurement, environmental, administrative, and tort law. He has extensive experience in the negotiation, interpretation, and litigation of contracts for major weapons systems, as well as the procurement of research and development.
Herb has had key involvement in critical legal and regulatory issues arising in the award and termination of major weapons programs. He has lectured and testified multiple times on government finance and accounting from both industry and government perspectives and has also had major involvement in contracting for “Stability Operations and Expeditionary Support” starting in the early years of the Vietnam War.
Among his achievements, Herb has served as Counsel to the Jamestown Foundation, Counsel to the National Defense University Foundation, and Counsel to the Reagan-Bush Campaign . He has also served on the Board of Directors of the U.S. Chamber of Commerce, as General Counsel of the Congressional 809 Commission, as Co-Founder and on the Board of Directors of the ATLAS Institute (University of Colorado), and as Counsel to David Packard of the Packard Commission.
Herb earned an A.B./B.S. in Architecture and Civil Engineering and M.S. in Economics from the University of Pennsylvania. His J.D. is from the University of Virginia.
